OCP omits bylaw for Neighbourhood Zero Emission Vehicles

North Cowichan not among the 31 districts in the province preparing a pilot project

In 2008, the Federal Motor Vehicle Safety Board adopted Neighbourhood Electric Vehicle legislation giving qualified cars legal status.

The federal government left vehicle licensing, registration and insurance for the provinces and territories to regulate – good job! B.C. followed up by enacting NZEV Bylaw 24.06 of the British Columbia Motor Vehicle Act.

It came complete with licensing, registration and insurance for Neighbourhood Zero Emission Vehicles – good job! Thirty-one districts, including Vancouver, Victoria and Kelowna, have adopted the bylaw and are prepared for a Neighbourhood ZEV Pilot Project – good job!

Over a year ago I requested North Cowichan adopt the bylaw. I was told it would be addressed in the OCP. Well, the OCP is out and was not included – unacceptable!

Clean BC is doing its best to bring ultra-affordable, super green transportation options to our districts. Seven municipalities are partaking in an Electric Kick Scooter Pilot Project, but not North Cowichan.

Let’s hope our next council gets on board.
