Should hiking trail cost not be in the parks and recreation budget?

We read in the press that the Municipality of North Cowichan forestry department has a deficit of $592,000 following logging cancellation. The information comes from a report from the director of parks and recreation which cites ongoing costs for silviculture, land management and access.

At a MNC on-line budget meeting, I was told that this deficit includes the cost of maintaining and/or building hiking trails in the forest.

Should hiking trail cost not be in the parks and recreation budget? Are trail costs being swept under the forestry carpet because the parks and recreation budget is already excessive for the more than 50 parks in North Cowichan?
