Familiar face returns to lead CVRD’s Land Use Services department

Kjerulf served previously as a senior planner and managed key projects

The Cowichan Valley Regional District has hired Ann Kjerulf as general manager of Land Use Services, effective July 22.

Kjerulf has been a professional planner for more than 20 years, with experience in the public and private sectors in Western Canada and the United States. She returns to the CVRD following four years as a regional planning manager for the Islands Trust, where she led a team responsible for providing planning services to major Gulf Islands (Gabriola, Thetis, Denman, Hornby and Lasqueti).

As a senior planner for the CVRD between 2010 and 2015, Kjerulf managed key projects such as the Cowichan Bay Official Community Plan, Cobble Hill Age Friendly Plan and Regional Housing Needs Assessment.

“We are excited to welcome Ann back to the CVRD, and look forward to her leadership and subject matter expertise with a wealth of experience in land use planning with local and regional governments,” noted Brian Carruthers, CAO of the CVRD.

Throughout her career, Kjerulf has remained an active member of the Canadian Institute of Planners and Planning Institute of B.C. She has served on the CIP Great Places in Canada jury and PIBC North Island Chapter Executive; volunteered on planning committees, including the Vancouver City Planning Commission and Nanaimo South Downtown Waterfront Committee; presented at numerous conferences; and is a Vancouver Island University Master of Community Planning program mentor.

Kjerulf is also the recipient of several awards including the PIBC Award of Excellence in Small Town/Rural Planning, the Capilano University Academic Award of Honour (Local Government Administration) and the Islands Trust Leadership Award. She holds a Master of City Planning degree from the University of Manitoba, a Bachelor of Environmental Studies degree from University of Waterloo, an Advanced Diploma in Geographic Information Systems from BCIT and a Local Government Administration Certificate from Capilano University.

“I am absolutely thrilled to return to the CVRD and to have the opportunity to collaborate with my work colleagues, elected officials, local First Nations and the public to ensure that the Cowichan region and its unique communities continue to be healthy and vibrant,” said Kjerulf.

The Land Use Services Department of the CVRD currently includes building inspection, bylaw enforcement, community planning, development services, economic development and parks and trails.
